Is there a need in Lake Oswego for housing for seniors on fixed incomes?

The city recently completed both an Affordable Housing review and a 50+ Community Dialogue.  Housing was the Number #1 challenge mentioned by participants (160 comments.)  Census information from 2000 shows that there are 1867 households headed by seniors in the market area (three-mile radius) with incomes less than $25,000.  These are the people who will be served by this housing.

 

Why did Lake Grove Presbyterian Church co-sponsor this application with Northwest Housing Alternatives?

Lake Grove Presbyterian Church has a long history of service in Lake Oswego.  With more than 400 persons over 60 in its congregation, the members know firsthand the challenges facing seniors.  The church is one of the consortia of churches sponsoring the Lake Oswego Transitional Housing ministry, as well as food, transportation, health and wellness programs, and other services locally.  Members have talked for several years about housing needs, because of close proximity (across the street) to Hollyfield Village – the only housing in Lake Oswego for seniors on fixed incomes.  When the opportunity arose to co-sponsor this project with Northwest Housing Alternatives (NHA), the governing body of the church enthusiastically supported the application.  Pastors from at least twelve other churches in Lake Oswego endorse this development.  NHA is a highly regarded locally-based non-profit with a strong 20+  year track record providing over 1100 housing units in Clackamas County.

Where will the housing be located and how many units will be provided?

  • West of Boones Ferry Road on Oakridge just west of the Post Office
  • Less than ¼ mile from Lake Grove Presbyterian Church
  • 45 units, including 44 1-bedroom and 1 manager’s unit
  • Community room, day-rooms, computer lab, elevator, laundries
  • Numerous neighborhood shops and services. ½ block from Tri-Met service

 

Who will be able to live there?

  • Individuals or two-person households - at least one member must is 62 years or older. 
  • Residents must have incomes not exceeding 50% of the county median income.  In 2007, this limit is $23,750 for one person and $27,150 for a two-person household.  Rent is based on income.
  • Residents must be US citizens or have legal status.

Will local taxes go up to pay for this development?

  • Local taxes will NOT increase to fund either development or operations of Oakridge Park.
  • This development will be funded through a grant from the federal government and other financing sources, including the potential for Low-Income Housing Tax Credits, granted by the state.
